Statement on Whānau Ora Procurement process from the Secretary for Māori Development

Over the last decade, the Whānau Ora focus on strong trusted relationships has delivered results for many whānau across New Zealand communities. This model of service has successfully been delivered through three Commissioning Agencies since 2014.

Te Puni Kōkiri has been running a procurement process to select Commissioning Agencies to deliver Whānau Ora services under new contracts from 1 July 2025. This is the first time, since the initial award of the Whānau Ora contracts, that commissioning arrangements have been tested in the market through an open tender. The decision to go to market for the commissioning of Whānau Ora does not reflect on those involved in Whānau Ora to this point.

Dave Samuels, Secretary for Māori Development, says, “There was a strong response from the market. An Evaluation Panel considered proposals to deliver Whānau Ora services. The panel has now made recommendations, which I have approved, as the Chief Executive with delegated authority for this process.”

All Respondents were notified of the selection decisions on Friday 7 March 2025. Some of the respondents being taken through to contract negotiations are understood to have self-identified since then. Public announcements on the new arrangements will be made once negotiations have concluded and contracts have been signed. This is on track to be completed in April.
