Notification of draft Mandate Strategy submitted by the Ngāti Ruapani mai Waikaremoana Working Group

The Office of Treaty Settlements invites submissions, views or inquiries on the draft Mandate Strategy submitted by the Ngāti Ruapani mai Waikaremoana Working Group.

Submissions must be sent to the Manager, Te Rāwhiti Team, Office of Treaty Settlements, SX 10111, WELLINGTON; or to OTS_subs@justice.govt.nz and be received by 24 December 2017.

All correspondence will be subject to the Official Information Act 1982 and shared with the Ngāti Ruapani mai Waikaremoana Working Group.

The Ngāti Ruapani mai Waikaremoana Working Group intends to establish the Ngāti Ruapani mai Waikaremoana Neogotiating Group who will seek the mandate to negotiate the comprehensive and final settlement of all historical Treaty of Waitangi claims that relate to the Ngāti Ruapani Large Natural Group (LNG).

The Ngāti Ruapani LNG is described below:

  • Ngā Tipuna (common founding ancestors)

Representing the Poutokomanawa o Ngā marae o Ngāti Ruapani mai Waikaremoana:

  • Hinekura
  • Pukehore; or
  • the tipuna Tuwai in sofaras these descendants affiliate to one or all o Ngā marae o Ngāti Ruapani mai Waikaremoana.
  • are whānau from Ngāti Hinekura, Whānau Pani, Ngāti Ruapani ki Waikaremoana, Ngāi Tarapāroa.

Marae included in the Ngāti Ruapani LNG are: Te Kuha Tarewa, Te Waimako and Te Putere.

The claims to be negotiated are all claims, whether registered or unregistered, that arise from Crown actions and omissions that occurred prior to 21 September 1992 in so far as they relate to the Ngāti Ruapani LNG, including, but not limited to:

144, 937, 945, 1033, 1342, 1013, 2245 insofar as they relate to Ngāti Ruapani mai Waikaremoana.

The Ngāti Ruapani LNG area of interest is centered on the area surrounding Lake Waikaremoana.

The proposed settlement will require ratification before a Deed of Settlement is signed with the Crown. The Ngāti Ruapani mai Waikaremoana Negotiating Group will not be the entity to receive any settlement redress negotiated with the Crown.
