The Whanganui Land Settlement Group has submitted a draft mandate strategy seeking a mandate to represent the Whanganui Land Settlement (lower reaches of Whanganui) Large Natural Grouping, called 'Whanganui Land Settlement', in negotiations with the Crown for the comprehensive settlement of all historical Treaty of Waitangi grievances.  

The draft mandate strategy proposes the establishment of a new entity — the Whanganui Land Settlement Negotiation Trust (WLS Negotiation Trust) — to seek the mandate.

The draft mandate strategy sets out:

• the claimant definition of Whanganui Land Settlement
• the proposed WLS Negotiation Trust representative structure, and
• the process for seeking a mandate from the Whanganui Land Settlement community.

Submission Process

The Office of Treaty Settlements (OTS) invites submissions, views or inquiries on the draft mandate strategy.

All submissions must be received by 24 October 2016.

All correspondence will be subject to the Official Information Act 1982 and shared with the Whanganui Land Settlement Group.

Following consideration of submissions and the mandate vote, the Minister for Treaty of Waitangi Negotiations and the Minister for Māori Development will decide whether to recognise that a mandate has been conferred.
