On 1 October 2010, the Hauraki Collective signed a framework agreement with the Crown setting out the broad parameters of a settlement of all historical Hauraki Treaty of Waitangi claims. The Hauraki Framework Agreement can be found here:

The Hauraki Collective is made up of the following iwi:

  • Ngāi Tai ki Tāmaki;
  • Ngāti Hako;
  • Ngāti Hei;
  • Ngāti Maru;
  • Ngāti Pāoa;
  • Ngāti Porou ki Hauraki;
  • Ngāti Pūkenga;
  • Ngāti Rahiri Tumutumu;
  • Ngāti Tamaterā;
  • Ngāti Tara Tokanui;
  • Ngāti Whanaunga; and
  • Te Patukirikiri.

Ngāi Tai ki Tāmaki and Ngāti Pūkenga are represented by their mandated negotiators. All other claimant groups are currently represented on the Hauraki Collective by two interim negotiators from each iwi. These 10 iwi are currently undertaking a mandate process to formalise who will represent them in negotiations with the Crown and on the Hauraki Collective. Te Puni Kōkiri is working with the iwi to develop mandate strategies that set out the process by which these mandates will be obtained. Copies of mandate strategies for these mandate processes can be found below:

The Crown understands that the 12 iwi are the Hauraki iwi recognised by the Waitangi Tribunal in their Hauraki Report, by each other, and by neighbouring iwi. It is therefore anxious to discuss with any Treaty of Waitangi claimant, hapū member, or whānau member about how their claim, hapū or whānau will be represented by the 12 iwi in negotiations with the Crown. For more information or for inquiries, please contact Te Puni Kōkiri on mandatesubs@tpk.govt.nz or the Office of Treaty Settlements on reception.OTS@justice.govt.nz or 04 4949800. All feedback received will be shared with the Hauraki Collective.

Deeds of Mandate

The following iwi have submitted completed Deeds of Mandate to the Crown.  The Crown is now calling for submissions on the following Deeds of Mandate:
