Notification of Mandate Strategy for Treaty Settlement Negotiations: Ngāti Mutunga o Wharekauri

In October 2013, the Ngāti Mutunga o Wharekauri Iwi Trust submitted a mandate strategy to the Crown proposing a mandate process to gain a Crown-recognised mandate to represent Ngāti Mutunga o Wharekauri in negotiations for the comprehensive settlement of their historical Treaty of Waitangi claims. Te Puni Kōkiri now invites submissions on the submitted mandate strategy.

In October 2013, the Ngāti Mutunga o Wharekauri Iwi Trust submitted a mandate strategy to the Crown proposing a mandate process to gain a Crown-recognised mandate to represent Ngāti Mutunga o Wharekauri in negotiations for the comprehensive settlement of their historical Treaty of Waitangi claims. Te Puni Kōkiri now invites submissions on the submitted mandate strategy.

The mandate strategy states that Ngāti Mutunga o Wharekauri Iwi Trust seeks a mandate to negotiate all of the historical claims of Ngāti Mutunga o Wharekauri whether registered or unregistered, relating to Crown actions and omissions that occurred prior to 21 September 1992. Negotiations between Ngāti Mutunga o Wharekauri and the Crown will include Wai numbers: 54, 65, 181, 460, and 1382.

Ngāti Mutunga o Wharekauri Iwi Trust notifies that Wai 64, 308, and 417 are historical Treaty of Waitangi claims to Rekohu/ Wharekauri by Moriori. Ngāti Mutunga o Wharekauri and Moriori share overlapping interests within these claims. Where there are overlapping interests, the settlement negotiations will apply as they relate to Ngāti Mutunga o Wharekauri.

The strategy outlines the mandate process that the Ngāti Mutunga o Wharekauri Iwi Trust will undertake. It will use Electionz.com, an independent election company, to manage the voting process, which includes postal, internet, and ballot voting at mandate hui.

The Ngāti Mutunga o Wharekauri Iwi Trust will provide a special vote option for Ngāti Mutunga o Wharekauri iwi members who are not currently registered with Ngāti Mutunga o Wharekauri Iwi Trust, or for those who do not wish to register with Ngāti Mutunga o Wharekauri Iwi Trust.

Ngāti Mutunga o Wharekauri iwi members should note that a mandate has not yet been conferred. The Deed of Mandate will be conferred once mandate hui, voting, and submission processes have been considered by the Crown.

Copies of the Mandate Strategy are available on the Office of Treaty Settlements website www.ots.govt.nz, the Te Puni Kōkiri website www.tpk.govt.nz, and also the Ngāti Mutunga o Wharekauri Iwi Trust website www.nmow.iwi.nz.

Te Puni Kōkiri invites submissions on the above. Submissions must reach Te Puni Kōkiri by no later than 13 November 2013. The Ngāti Mutunga o Wharekauri Iwi Trust will receive a copy of all correspondence in relation to this matter.
