Mandate Strategy

The Office of Treaty Settlements (OTS) invites submissions, views or inquiries concerning the draft Mandate Strategy by which the Mōkai Pātea Waitangi Claims Trust (MPWCT) will seek a mandate for the settlement negotiations of the historical Treaty claims of the Mōkai Pātea Large Natural Group.

Submissions must reach OTS no later than Monday 22 January 2018 and can be mailed to the Negotiation and Settlement Manager, Te Hauāuru, Office of Treaty Settlements, SX 10111, Wellington; or emailed to OTS_subs@justice.govt.nz. All submissions will be provided to MPWCT and will be subject to the Official Information Act 1982.

The draft Mandate Strategy sets out the representative structure of MPWCT and the proposed mandate process. This includes six publicly-notified mandate hui to take place in Auckland, Wellington, Hastings, Taupō, Whanganui and Taihape. The claimant community will vote on the proposed mandated entity. MPWCT will use an independent election company to manage the voting process, which includes postal, internet and ballot voting at mandate hui. A special vote option will be available for members of Mōkai Pātea who are not currently registered, or who do not wish to register, with MPWCT.

Mōkai Pātea Claimant Community

MPWCT is seeking a mandate to represent all persons who descend from Tamateapokaiwhenua and who affiliate to one or more of the following tribal groups and their respective whanau and hapū: Ngāi Te Ohuake, Ngāti Hauiti, Ngāti Whitikaupeka, Ngāti Tamakōpiri.

The Hapū of the Mōkai Pātea Claimant Community to be represented are as follows (*=shared hapu):

    (i) For Ngāi Te Ohuake, Ngāti Hau, Ngāti Tamakorako, Ngāti Hinemanu*, Ngāti Honomōkai*, Ngāi Te Upokoiri*, Ngāi Te Ngāruru, Ngāti Paki.
    (ii) For Ngāti Hauiti, Ngāi Te Ngahoa, Ngāti Ruaanga, Ngāti Haukaha, Ngāti Tamatereka, Ngāti Hora, Ngāti Tumōkai*, Ngāti Hinetio, Ngāti Hinemanu*, Ngāi Te Upokoiri (II), Ngāti Whiti-Hauiti, Ngati Rangiwhaiao.
    (iii) For Ngāti Whitikaupeka, Ngāti Whiti Tūturu, Ngāti Whiti-Hauiti, Ngāti Whiti-Tama, Ngāi Te Upokoiri*, Ngāti Honomōkai*, Ngāi Tautahi.
    (iv) For Ngāti Tamakōpiri, Ngāti Tuope, Ngāti Tamakaiaorangi, Ngāti Hinetai, Ngāti Tamapinea, Rangitoea, Ngāti Tamawhiti, Ngāti Tama Tūturu, Ngāti Te Taenui. (v)

Mōkai Pātea Marae

Mōkai Pātea marae include Tahuhu, Rātā, Winiata, Kaiewe, Opaea, Te Riu o Puanga, and Moawhango.

Wai Claims

The Wai claims to be negotiated are all claims, whether registered or unregistered, that arise from Crown actions and omissions that occurred prior to 21 September 1992, including, but not limited to: Wai 1705, 385, 581, 2091, 588, 647, 662, 1639, 1835, 1868, 1888 and 1632 insofar as they relate to Mōkai Pātea.
